Ticket Received in resident area by resident displaying a permit, UKCPM

a friend of mine popped in to see me today, it would seem that UKCPM who manage the car park have changed the permits required and have failed to notify the residents.
instead they notified the users of a building next door, giving them 24hrs grace period to stop parking there, and no mention to residents.
as such they are no dishing out tickets to rsident who are displaying the permits that they where issued with originally..
any advice on this one, its new to me.

So the residents have not been notified, just another unconnected building?

Copy of the notice please, with identifying details removed. and the signs.
