Hi everyone.
I seem to have fallen victim to another PCN situation where the council has changed things during COVID! Last Sunday, I parked in a place that has always been Pay to park except Sundays for as long as I remember. I came back to find a PCN slapped on my windscreen. I then noticed that things have changed and it has now become a Loading area. My dashcam was On and I also noticed that the enforcement officer slapped on the PCN two minutes before what has been mentioned. This case is going to be a salutary reminder to always check the traffic order, no matter how much some members might say "it's hopeless pay up". Sadly, the reality is that it's not always possible, a bit like landowner authority in private cases and posters are correct when they give opinion when they place more weight on knowns than unknown knowns. The enforcement process is not stayed simply because a request has been made, whether to the council or authority in particular. Therefore the probability is that discount periods would be lost, whether temporarily or permanently, by initiating and waiting the response to parallel enquiries. And the absolute fact is that more orders are correct than not, it's just that those which are not tend to make more noise. Such is life. Indeed, but why is there no comeback on the officials for illegal enforcement ? |
