Reminder Letter received, but never received NIP

Good Morning,
I have received a reminder letter from Speed Enforcement Unit stating "A notice of intended prosecution and request for driver's details were recently sent to you relating to the above referenced alleged traffic offence. To date our records show that this matter is still outstanding as we have not received a satisfactory response."

The only details i have for the offence are the date of alleged offence '30/04/2019', the notice reference number, vehicle registration, offence description 'exceed a variable speed limit - automatic camera device' and the offence location. As i do not have the PAS PIN, i can't login online to see further details.

Obviously this has come a bit of a shock to me as I never received the NIP or was expecting it. It was more than likely myself driving, but can't confirm without checking with the other half.

How should one proceed? From what i can see on this forum previously, it looks like it makes no difference that i never received the NIP sad.gif.

I currently have 3 points on my license from SP30 in 08/2017.

Assuming you are the registered keeper, you cannot be convicted of the offence since you did not receive the NIP within 14 days, but if you pursue that defence, you face the evidential burden of persuading the court you did not receive the NIP, of course the prosecution will be able to prove they posted it, it is assumed delivered unless you can prove it was not, and proving a negative like that is always a considerable difficulty. If you try and fail, the penalties will be much greater than if you were pleading guilty. Faced with this dilemma, unless you believe you have unusually great persuasive powers, the pragmatic thing is not to take that point. Regardless of the 14 day rule, you must anyway identify the driver.

I would telephone the office and request a new PIN if you want to view the picture.
