I have been informed that as of yesterday, Harrow Council have been issuing warnings by placing a letter inside a PCN envelope and affixing it to cars on one side of the road, informing the drivers that from 1st February, PCN's will be issued to cars parked partly on the pavement.
The road in question is a narrow road in Stanmore, Harrow. Residents park partly on the pavement because if they didn't, larger vehicles including fire engines and ambulances as well as lorry's couldn't easily pass through. I understand that people have been parking in this way for over 20 years. Does that amount to 'expectation'? Harrow says that previous foot way parking does not set a precedent, perhaps you could give me guidance to pass on. |

My advice as well as others is that they approach the Council to suggest they take a more reasonable approach and that from February 1st, they all park with all four wheels on the road and let the Council deal with the ensuing problems.

My advice as well as others is that they approach the Council to suggest they take a more reasonable approach and that from February 1st, they all park with all four wheels on the road and let the Council deal with the ensuing problems. Perhaps contact a Senior person in the Local Fire and Ŕescue expressing residents concerns about FIRE APPLIANCE access being affected if these restrictions go ahead. This is what councillors should be there for....stop council executive implementing stupid policies that aren’t in the interests of the people of the area.

IT's also worth getting local councillors and press involved.
End of the day, the council could have been enforcing since the GLC 1974 act but chose not to. Dropping their discretionary approach and enforcing is lawful and it is far more reasonable to pre warn then to just start issuing PCNs. But the question has to be why?? If people have been parking 2 up for many years, why not regularise it and put appropriated signs and marked bays? I suspect the answer lies between some people parking too far onto the footway and causing issues plus some people complaining. But come the start of Feb, CEOs will be over the road like a rash so anyone still parking 2 up will be potential punters in the council forum. |
