received a pcn off bridgend council dated 27/07/20 about parking in a taxi rank recorded by an approve device but it was from 19/03/2020 is this legal? thanks

Are the Welsh regulations the same as the English ones ? A quick look at the Welsh "General Regulations" shows an indentical period of 28 days with the usual caveats as per the English regulations.

So it looks as if they are trying it on. IN this case one can only submit representations pointing out that the PCN has been served out-of-time and see what they say.

Having said the above, there is only one outstanding question - is the address on the V5 the same as was on it at the time of the alleged contravention ?

Coronavirus or not they are 102 days out of time. Regardless of what excuse the counci produce, no adjudicator will allow that lengt of delay.

For that matter, if you had decided to pay it, then how?

If that really is just a single, one sided, sheet then we have a considerable amount to add to representations.

It's interesting that much of the mandatory content missing is that from the Appeals Regs and I note they haven't cited
those regs at the top.

Not looked yet but it reminds me of early Cardiff PCN's
