Irish traffic "offence" sent to England x 2

Hi Guys

Not sure if this is the right section/ even forum for this. But since Im residing in England, i thought it may have relevance.

I had popped over to Ireland for this April for the 1st time. After about a week; I saw a car I wanted to buy from a trader. Not knowing the rules, I was mis-informed; that the tax disc (it was expired about a week) can be bought after log book arrives and the trader hadnt yet received the full log book - yes i know; "ignorance of the law is not a defence"

But the second "Fixed charge Notice" I received was about; non display of Insurance disc! Now i clearly recall seeing the traders name and valid trade insurance disc . The officer at checkpost didnt understand the concept of "trader's insurance", took my licence detail - with no additional information like a "producer etc" just seized the car. THe trader collected his car the next day, paying a 120 euro fine- (after i enquired). I considered the matter settled.

My question(s) is/are;

1) is there any jurisdiction of Irish Garda in England? - if i dont pay etc. will i be required to travel to ireland to appear before a court
2) is there any time limit for them to send out the Notice? The offence was on 14/04/18 and the NOtice is dated 24/05/18
3) I dont mind paying for the tax offence if I must... as that is my own fault, but the Insurance disc notice is clearly out of place
Apparently- they (Village Garda /Police) "never erd of it (trade insurance allowing test drives) ..." is this worth an appeal for tax aswell or just the insurance?
4) was i not supposed to be told at the scene that i need to prove insurance etc. with some documentation? - like a producer?


Any other info that may help?
