Who can legally declare a vehicle SORN?

Options
1. RK only
2. Owner only
3. RK and owner

From Post 5: "A was owner but wasn't RK at the time SORN was declared".
Any SORN made prior to the DVLA transfer of Registered Keeper from 'B' to 'A', (and 'B' was still the Registered Keeper), would have been automatically cancelled by that transfer and a new SORN required to be made by 'A' as the new Registered Keeper.


The offence when the vehicle was clamped would be committed by the 'person using or keeping the vehicle' - s.29 Vehicles Excise & Registration Act 1994 - so would be whoever that was at the time - A, B, K, or anyone.
