PCN Issued | Sinlge Yellow Line, No Parking Zone Sign or Small Signs

Hello,

I have been issued with a council parking fine.

Images are included. The images covering my reg are from the council website.

Ticket was issued for:
01 - Parked in a restricted street during prescribed hours

Ticket was issued on a Sunday at ~15:15

Issues:
1. There were no small signs you usually see on lamposts or the larger parking zone signs.
2. The single yellow line is extremely worn. It looks like the double yellow lines around the corner have been repainted so I'm not even sure if this yellow line is even a yellow line anymore or just left to fade. Could be.

Post all of the PCN. Liverpool is a rapacious council when it comes to parking.

Will probably be in a controlled zone so no timeplates but the lines look too poor to me.

PCN added to my first post.

Regarding the controlled zone...I couldn't see any from outside both entrances or along the actual road. How loose can a zone be?

I think Liverpool has inner and outer controlled parking zones plus others (eg by Anfield) but for some reason doesn't have a map on its site. Signs are needed only at the entrance to zones, which can be big in size.


Here's an outer zone one not far from where you were:

Thanks for the info - I didn't realise the 'zones' can be large in size. Good to know.

As you can see the road is very narrow but it has 2 pavements. The pavement I was parked on is typically where parked cars hug the building (as was the case when I was there) to allow enough room for cars to drive by, whilst the other payment is left totally clear. Not a justification but some info.

Fighting this one will require you to take the matter to adjudication with the full PCN penalty in play, not the discounted amount. This is because the council will refuse all your reps. Are you prepared to stand your ground ?

Looking at the situation "on the ground", the yellow lines are so worn out as to be considered not "substantially compliant", bearing in mind the double yellows nearby that are in apple-pie order. However, do be aware that even if you win this one, the council can continue to issue more PCNs. Do you want all the hassle ! It might be better to find somewhere else to park in future.

Is there a specific rule / legislation I can quote regarding the single yellow line being in such a wore and unclear state?

The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996

Traffic signs
