Luton Airport APCOA PCN to the RK

Got this PCN through the post to the RK "for the alleged contravention of Dropping off or picking up outside
designated areas at London Luton Airport Central Terminal Area..."
I was not driving the vehicle at that material time.
The date of issue of this notice stated 26 days after the alleged contravention and reached me on day 30.
There is no POFA mentioned on the back of the letter anyway and no any indications that I legally required
to provide them with the driver's details.
As I understand they cannot make me liable for this charge as the RK and I don't have to name the driver?

PLEASE HELP!

Tried to submit my appeal on POPLA website and got confused .

Should I ignore all boxes and only tick:

"Other grounds for appeal
Appeals based solely on the following grounds for appeal are less likely to be successful"


Or should I tick the other boxes as well:

"I was not improperly parked"

"I was not the driver or the registered keeper of the vehicle at the time of the alleged improper parking"

"The amount requested on the parking charge notice is not correct" ???


Should I attach the original PCN and Rejection Letter as separate files or I need to embed them to my appeal PDF file?

Hi, did this get resolved? I have just received a letter from APCOA at Luton Airport, dated 4th November 2019. The alleged contravention "Dropping off or picking up outside designated areas" occurred on 11th October 2019, significantly more than the 14 days permitted per Schedule 4 of POFA 2012.

At no point, was anybody dropped off or picked up. There are no signs visible in the pictures either.

The CCTV pictures clearly show "no GPS signal". The back of the letter also says:
"As we do not know either the name of the drive or their current serviceable address, we request that you either pay the full amount outstanding as noted below or if you were not the driver of the vehicle a the specified time.....etc etc"

Should I just copy the relevant points from the appeal letter already uploaded on this thread?

Okay wow, that's quite the response. I didn't start a new thread because it's the same topic. The vast majority of forums don't like people constantly starting new threads because it clogs the site up with multiple issues which are inherently the same. If my issue is materially different, then naturally it would make sense to start a new thread. Think it's a bit of a stretch to say I'm being rude. The OP had submitted his appeal so my first enquiry was to whether theirs had been resolved. I'm not trying to hijack anything.

I've also spent the last two hours reading and looking into what the scenario experiences by the original poster is, that's how I know it's so similar.

Thanks for getting back to me though. I shall await eagerly for the OP to confirm whether their issue got resolved smile.gif

This isnt your case, so it isnt your thread.

You then offered to start uploading copies of your documents to this thread. Meaning instead of the OP returning, and being able to pick up where they left off, theyd have to go through your documents first. Which are not relevant to them.

Given POPLA take about 4 weeks to assess an appeal, clearly it won't yet be resolved.

The one case one thread rule is very important in keeping the relevant advice for the OP going logically and in order without interference from thread hijacks, you would want the same in your thread.

"APCOA Parking - EW have told us they do not wish to contest the Appeal. This means that your Appeal is successful and you do not need to pay the parking charge.
