For a good friend I've known 25 years+ (poor sod).
Currently in the Caribbean so vehicle hasn't moved for nigh on a month and not incurred any PCNs on the car as far as we know. Reg 9 served 1st Feb. I don't have it but I'll get later if you insist ( we know they're ok) Wrong contravention for starters as it's a permit only bay. But the most irritating is it's another with dubious photography. We've had a few recently. Found the one by 'Heypeople' but there was another I can't find where a VP was on display in front of steering wheel in council pics. Can't find it. Anyone? Permit was on clear display (why wouldn't it be?); one of the last physical ones as they're now digital. Pics > DC PCN 1 by Neil Black, on Flickr DC PCN 2 by Neil Black, on Flickr DC PCN 3 by Neil Black, on Flickr DC PCN 4 by Neil Black, on Flickr DC PCN 5 by Neil Black, on Flickr DC PCN 6 by Neil Black, on Flickr DC PCN 7 by Neil Black, on Flickr I've only shown so many similar to illustrate the CEO's penchant for taking so many dodgy ones. Spared you an identical sign pic. Permit is top nearside of windscreen. I think other friends have a clear pic taken themselves and possibly one they've enhanced to show permit clearly but I'll check that's the case first. No doubt you clever lot will see something I've missed? This post has been edited by Neil B: Tue, 4 Feb 2020 - 10:05 -------------------- |

Wrong contravention for starters as it's a permit only bay. Oh, you are a tease! And this is not how we work.....you give us facts; we give opinion/conclusions Shall we see the PCN and stated contravention rather than a conclusion that it's wrong! |

I'll take your word that you know the contravention Think you've been at it long enough and you will be challenging wrong code has merit but you know the council won't accept
Was the permit readable behind the clouded zone? -------------------- All advice is given freely. It is given without guarantee and responsibility for its use rests with the user

I'll take your word that you know the contravention Think you've been at it long enough Ta. Not so much that but these are not just unknown people. I'm not daft enough to believe someone I don't know I can trust. Anyway I've seen it now and confirmed 12. Even have a pic in whatsapp but can't for the life of me get that even saved let alone transferred to laptop. I've asked them to e-mail it. Permit has always been clear as day to my memory and I've asked for the pic to be sent too. In pics 2,3,4 and 5 the CEO has cut off that part of the windscreen. The only relevant pic is No. 1. But it's clear CEO has walked around the car so that glare isn't in the same place when he does so. Ergo, he cannot have failed to see the permit. The glare/cloud reflections are also not apparent from distances - note other cars - but he's opted for these close ups, all of them are close up. -------------------- |

Indeed. I recall that one. Makes me wonder what renewed or increased pressures they are under. -------------------- |

edit.
Was a bit about virtual permits but apparently they've epically failed to implement for 15 months! This post has been edited by Neil B: Tue, 4 Feb 2020 - 13:53 -------------------- |

Well, the permit looks kosher, (except we don't know if it is for the car it is on), and is well inside its expiry date. Maybe the CEO should go to Specsavers ! The CEOs are probably being bullied to get the cash in.
OP - is that permit for the car it is mounted in ? This post has been edited by Incandescent: Tue, 4 Feb 2020 - 19:53 |

OP - is that permit for the car it is mounted in ? Yep. Soz to repeat myself but - For a good friend I've known 25 years+ I trust his friends too. Though I have found out they have moved the car a couple of times while he's been away. Security reasons and another time a suspension. I have no reason to doubt them. -------------------- |

I realise I've not been very objective on this one; rather, allowed myself to be tainted by anger.
I know a few good people round there, including our past helpful councillor who lives just a couple of streets away. The idea that CEOs behave like this irks me. But yes, those council photos don't in any way show the permit. I've tweaked the only one that could show it, to no avail. If anything it indicates most likely the permit isn't there. That said, forum etiquette of accepting what posters say extends to hearing from people first hand. It could be the permit pouch fell off and someone is just embarrassed to have incurred a PCN for the RK. I realise I have to consider that. So I'll settle for a more pragmatic approach. With the 'wrong contravention' issue in hand then suffice to address the photo evidence by just stating that it is inconclusive. That, because the area concerned is obscured by reflection and query why all other pics didn't cover the area of windscreen concerned. Better? -------------------- |

For what it's worth, if the council doesn't back down I'd seek costs. A complaint would also be warranted, the CEO should not waste the council's resources issuing incorrect PCNs.
