yellow box junctions can you still get a fine if there is no CCTV. and also outside London how do they police this.

Police enforcement generally outside of London...FPN job from copper on the ground.
IIRC Cardiff is also enforcing under Welsh Decrim with CCTV

To be honest unless you caused a major jam I highly doubt a copper would bother, unless he's a probationer looking to issue his first FPN or something...

Over all the years I've seen muppets block an entire junction, multiplied by the number of people I've seen pulled for blocking an entire junction, I would say the chance of getting a ticket outside of London is...

Can't disagree.
Main junction near where I live.
Newly re-painted yellow box.
On any rush hour evening, a London CCTV system would cop 3-4 drivers on each and every light change.
Strangely enough, it is very rare that crossing traffic is blocked... the odd tail left sticking out is usually the worst case, blocks the left lane but as that is dedicated left turn only, not an issue.

Unless you approach at 5mph you can't see the exit is clear and have time to stop, then if you do you're blocking a roundabout exit for people turning right who can't see you as they come round until the last second.....

The top five locations on TfL roads for yellow box contraventions between 1 April 2017 to 31 March 2018 were as follows:

Location -- PCNs issued
Wandsworth fire station exit on West Hill, SW18 -- 16,707
Homerton fire station exit on Homerton High Street -- 12,701
Hanger Lane / Ealing Village junction, W5 -- 8,033
Euston Road / Judd Street / Midland Road junction -- 5,595
Peckham High Street / Peckham bus station exit (east box) -- 5,432

Each PCN is £130 (£65 with discount). So quite the money spinner.

that ones illegal, no traffic lights as required at a gyratory system or roundabout
