Is email an acceptable way for Council to respond to appeal?

Quite simple.

I appealed a PCN, was not successful and they responded via email. The email was filtered out to some other folder in Gmail and I didn't see it.

Having thought that I hadn't had a response I contacted the council directly on 14 Oct to ask them, they told me an appeal was sent on 30th Oct and that the reduced-rate period ended on 10th Oct.

I asked them to allow the reduced rate as they didn't send me any post and I didn't see their response but they say no.

You cannot 'appeal' to the authority, appeals are heard by adjudicators.

You make representations to the authority. When these are formal the authority must reply in writing.

But we don't know anything about the alleged contravention, so cannot advise whether your representations were formal.

We need to know the alleged contravention.

The contravention itself was an overstay in a 1 hour parking bay by 11 minutes but I didn't think was relevant to my question so I didn't mention.

I made a representation to the authority that I thought ticketing after 11 minutes was excessive and that I did not believe that I parked at the time which the warden had reported I had parked. The authority declined to overturn the PCN and gave me 14 days to pay at the reduced rate.

While in this instance I am fine paying the reduced rate (£25) I did not see the rejection to my representation as it came via email and was filtered out.

I spoke to the council and they told me that if I want to dispute in any way I now need to wait for the NTO.

My council has just been merged with 3 other councils and I imagine that sending responses to these via email is a cost cutting exercise as part of that merger. They were not sent via email previously.

Through a form on their website. I didn't email my appeal if that's what you were curious about. I did eventually email them on 14th Oct to see if they were going to respond and that is when they told me they already had responded, too via email on 30th Sep.
