Bus Lane PCN issued 48 days after contravention

Hi,

I received an e-mail today with a PCN attached from a company I hired a car from today. I understand I will be receiving the same from Wolverhampton City Council as the car hire company have supplied them with my details which is fair enough.

My query is the time elapsed between the contravention (no 34) on 24/11/18 and the date of the notice and posting to the hire car company on 18/01/19 - I make that 48 days! I'd forgotten I'd even hired the car by the time I received the e=mail! From what I have been able to find online it appears there is a 28 day time limit between the comtravention

Can anyone clarify this?

However my first thought is that the vehicle might be registered to a finance / leasing company, so the PCN issued to the hire company might not be the first one in the chain. You'd have to ask the hire company if they hold the V5C to find out (but then if it's a large national company, you might struggle in getting through to someone who knows the answer).
