Can someone help please.
Got a penalty via the post - Parked in a loading place without loading. We stopped for only 5-6 minutes, while my husband went to get some drink for our 1 year old baby and droped off some books at the charity shop across the road. I was waiting in the car with the baby. Is there anything can be done in this case? Can this be considered as unloading? Also we had only couple of old books which I thought would be a shame to throw away, so decided to give them away. I attach the scan of the PCN. Thank you Anna |

you still have a few days left to preserve the
21 day discount.case is suspended if you request images.suggest you ask for images showing your husband leaving the car. hopefully he will be shown carrying books. you can then decide whether to appeal or not.thats my understanding of pcn. hopefully you will get other views. |

How lovely. Look at the two versions of grounds listed, they do not tally. On the first one, use the ground that the CEO was not prevented from issuing the PCN - it should not be there! Don't tell them that. The last but one ground. There are various threads with this advice given, homage and deference to Dancing Dad given as I write.

List, not ground. Check them out, as that alone causes confusion. See this thread onwards. Different contravention, different PCN; but same cock up by Ealing. The ground should not be there in your case as the PCN was issued by camera. In this linked case, it was actually affixed.

('explore' the DVD on your PC and have a look. post the names on here) -------------------- Which facts in any situation or problem are “essential” and what makes them “essential”? If the “essential” facts are said to depend on the principles involved, then the whole business, all too obviously, goes right around in a circle. In the light of one principle or set of principles, one bunch of facts will be the “essential” ones; in the light of another principle or set of principles, a different bunch of facts will be “essential.” In order to settle on the right facts you first have to pick your principles, although the whole point of finding the facts was to indicate which principles apply.
Note that I am not legally qualified and any and all statements made are "Reserved". Liability for application lies with the reader. |

Can't play the DVD ? what are the filenames on it ? ('explore' the DVD on your PC and have a look. post the names on here) Hi, it is proper DVD files. Its just its corrupt or bad quality. It would start but then the drive just spins and nothing more for about 5 mins, than couple of seconds of footage, and same again. I waited 30 mins and it played pnly 1 min of footage. |

can you upload it to a file repository ?

Right, I got it. VLC player played it. Thanks for the tip.
Also it doesn't show how my husband got back into the car and how we drove away. Does it mean that they don't have the wholee footage? I read couple of posts about the same problem at the same spot in Ealing. One post is still open, and its gone to the adjudicator now. There are couple of points that they used, like inappropriate use of CCTV, no signs, and mistakes in the letters. SHould I use the same points? Thank you Anna |

So far I did not received Notice to Owner or Notice of Rejection. All that I receieved was the PCN by post with photos and this last letter together with DVD. Does this last letter has any power? Or should I wait for Notice to Owner? And also there might be mistake, where they are talking about 21 days, and then 28 days, and then about penalty charge increase. It looks very confusing to me. Sorry that I ask so many questions, I'm still new to the whole process Anna |

I was issued a 'parking fine' by Park Direct for dropping someone off at Ealing Broadway station in early 2010; my car was stopped about 4 minutes while the passenger and luggage was being unloaded. I ignored all requests to pay (all sent to me in the post) and also ignored all threatening debt recovery letters, which followed over the 6, perhaps 8, subsequent months. I have not heard anything for about 5 months.
