Parked in car park run by Bolton council. I was attending a court case to dispute an illegal council tax liability order so knew I was going to be in the courts for some time. The signs stated £2 for up to 4 hours which I paid using 2 £1 coins as that was the only change I had and made sure it registered on the machines display as I put the money in and it stated £2.00 had gone in. Went into court did my business and won and got my cost from them but upon returning to my vehicle some 2 hours later I found a PCN attached to my windscreen. I looked at the time to make sure I had only been in the two hours which I had but when I checked the ticket that come from the machine and it only had on that I paid for one hour and the price paid was £1.10.
I definately put £2 in the machine two £1 coins and checked the display which registered the £2 so why has the ticket come out £1.10? What do I do now do I just ignore the PCN?

You might want to contact Feenix, he's a thorn in Bolton Councils' side.

There may be something up with the PCN so scanning both sides for other experts to look at would be a start.

As for your other coin being recognised as a 10p and not a £1, is a strange one. I very much doubt ignorning the PCN is wise.

dont get me wrong if I had done something wrong then id hold my hands up however I definately did put two pound coins in as that was the only change I had there was no mistake there, plus a guy who parked next to us was parking his car and I told him to check his ticket as it may have the wrong price on, he siad he knew about it as it happened to him once in the same car park but he said he just paid the fine. Ill have a word with Feenix as I am also a thorn in their side because I beat them with their council tax and I got money out of them, just dont want to end up paying it back lol. Will scan the PCN in too

Hi,

Is there not some rule on the tariff which perhaps states a maximum length ticket which can be purchaed? ie I've seen machines before which will only tender a ticket upto £2.50 and doesn't give change, so if you put in 3 pound coins you get a ticket for £2.50 and no change.

If this is a case that the machine is faulty, then this is good for an appeal. Its up to the council to maintain ticket machines in working order.
If you can get hold of a video camera then video the whole process of putting 2 pound coins in the machine, the display showing £2 and the machine issuing a ticket for £1,10. When you appeal claim this back as a reasonable cost.

the maximum was higher than £2.00 but all i wanted was four hours which was £2.00 and that is what I put in. Ill have a look at the notice board too see what the terms and conditions state

next one

Nothing to do with the ticket but the area across from the court (Cheadle Square) has had the bays repainted but still have faults I believe.

The previous reply had been done but not uploaded before you put the PCN up.

If you ignore it you're likely to end up with the bailiffs coming round and clamping your car. Never ignore a genuine PCN. Only the wannabe PPCs can be ignored.

I went back to the car park the other night with my camera but pics not come out very good. I videoed the £2 going in and it did issue a £2 ticket so perhaps it could have been an intermittent fault I don't know doesnt look good from my point of view does it? However the sign with the penalty notice on it is hidden behind the pay machine so you cannot see it. I will take some more in the daylight means another 80 mile round trip but will it be worth it?

The obscured notice may be worth an appeal as well. I know obscured signs are a good case for street parking appeals, but does this also apply to car parks?

With a procedural error and a mitigation you might just have a case.

So am I right in thinking the council would not have to take me to court they would just simply instruct the Bailiffs to tow my vehicle away, the thing is I need my vehicle to get to work and if they take that away then it would prevent me from getting to work then i would lose everything. I might add im also being stung by the CSA so if i lose my job i cannot do my bit to reduce child poverty
