Speed limit on the DC in your GSV appears to be 30mph.

What did you think the limit was?

Dual carriageway with street lights less than 200 yards apart and no other limit = restricted road = 30 mph.

i was doing a little over 30 and checking side mirror to join the slip road.

shouldnt i have had a exact speed on this letter?
and how can i view the evidence, as theres no website link.... i do have a ref number but i cannot fathom where i can enter that to get more details.

There's no requirement. It merely has to tell you the offence (speeding).

Do they say they make the evidence available? Again, there's no requirement to.

also becuase its so close to christmas can i wait a while before responding ?

i cant really afford any fines so close to this festive period.

will they send out more letters if i do not respond in the 1st 3 weeks do they send out any reminders?

also why did they not include a stamped addressed envelope for the return of this form?

Let me guess, the junction of the North Circular and Edgware Road? It is a locally notorious area where for an operator with a speed gun it is like shooting fish in a barrel. A dual carriageway is no different to any other road (except a motorway) if it has a system of street lighting it will be a restricted road subject to a 30mph limit unless a higher limit is indicated by signs. There are no other signs there, so it is a 30mph limit. There is no requirement to tell you the alleged speed but if you write back requesting any available photographs to assist in identifying the driver they may supply one or a website link. Do not ask for evidence, you have no entitlement to that at this stage. This does not extend the 28 limit you have to respond, but of course do not name the driver before asking for the photo.

You have 28 days to reply. If you fail to do so you will be guilty of a more serious offence.

There is no obligation to send reminders. Why should they include an SAE?

Replying will cost you at least £100 and 3 points or a little less for a course, depending on the speed, plus an envelope and stamp. Not replying in time on the basis that Christmas is coming is liable to cost you 6 points and a great deal more money.

That'll be a court visit and will likely result in 6 points or a ban.

60 in a 30 limit is too fast for a fixed penalty so it will be dealt with by a court. The guideline for that is a ban of 7 to 56 days or 6 points, and a fine of 150% of your net weekly income, less 33% for a guilty plea, plus a surcharge of 10% (minimum £30) plus costs of £85. 6 points is the most likely outcome. In a 30mph limit it goes to court for anything over 50, or 55 in a few areas. A course may be offered up to 42. If you are going to court that may not be for months and the advantage of a court is that you can request time to pay.
