PCN code 27, Parking ticket outside my neighbour's house

Hi

I received a PCN under code 27 yesterday, for being Parked in a special enforcement area adjacent to a footway, cycle track or verge lowered to meet the level of the carriageway. I was parked outside of my neighbour's house in Durnsford Road, Wimbledon, and he has a drop kerb outside his house.
His front garden is overgrown but looks to have originally been a driveway, however he never uses it because he doesn't own a car.
He has kindly given me permission to park across the drop kerb in front of his house, as parking space in the street is limited but doesn't require a council permit.
Having verbal permission from him to park outside of his house, is this grounds for me to appeal my parking ticket?
The space is nowhere near a cycle track or pedestrian crossing.

Any advice would be most appreciated.

Yes, the owner can give permission for the driveway to be blocked. In fact in a case like this, the CEO should only issue a PCN when the driveway owner has complained. At least this is my understanding of the regulations. Are you sure your neighbour is still friendly ! Anyway, you'll need a witness statement off him to accompany your challenge. Your first "appeal" is considered to be a challenge, (and is described as such in the Statutory Guidance), as appeals are submitted in response to a Notice to Owner, or to the London Tribunals

Thank you for your help Incandescent! I shall see if he will write a note for me to send them.
Stamfordman I don't think there is pavement parking allowed, but everybody seems to do it because it's a really busy road and you risk getting your wing mirror clipped if you jut out. That's not what was written on the ticket so hopefully they won't focus on that infringement!

Please post the PCN and a google street view. there appears to be tactile paving on the pavement, this would suggest the DK is to aid pedestrians not give vehicular access

It is clear the kerb is dropped to allow access to the parking space in front of the house. Therefore I think you should challenge on the basis of my last post.

OK - but be aware that in London it usually means a PCN and you may get one from another CEO.

yep from GSV it's a manhole cover not tactile paving
